Gift card trading scam: other $100 - stolen-gift-card

Has anyone experienced or heard of this gift card scam? This is insane!I bought a $100 VISA gift card from Target for my parents' anniversary. When they opened it there was a DQ card instead with a Visa barcode glued over the DQ barcode so my receipt says Visa gc. I've seen the scams about numbers scratched or missing some, etc... But a totally different card instead is insane! (The actual DQ gc was detached so this plastic piece could fit into the VISA gc sleeve) These cards are sealed shut and my parent's had to use my dad's knife to open it. I don't even know what to do about it?!? We're going to Target and I'd like my money back but there is a no refund policy for gc's. Anyone ever heard of this scam or experienced it themselves?
